Klamath County CERT Structure

 

PROGRAM MANAGER

The Klamath County Emergency Manager serves as the CERT Program Manager.  Oversees the fiscal management including expenditures, grants and other funding sources.  Hires and supervises the CERT Program Coordinator.

 

PROGRAM COORDINATOR

The CERT Program Coordinator handles the daily decision making, calendars, web site, schedules and publicity.  First point of request for Deployments, directs response activities, reporting and follow-up paperwork.  CERT Liaison with Oregon Emergency Management, Citizen Corp Counsel, all First Response Agencies in Klamath County.  Creates, appoints and supervises all CERT staff positions, including Team Leaders, Area Supervisors, etc.  Serves as Training Coordinator, approving all Instructors, qualifications and training materials.  Creating and maintaining master lists to establish continuity throughout CERT program.  Handles decision making issues such as member eligibility, background checks, disputes, public perception, team placements and disciplinary actions. Assists in purchasing decisions within the program budget. Maintains inventory documentation.  Serves as the CERT PIO for purposes of community outreach, public information and speaking engagements.
 

ADVISORY BOARD

Subject matter experts in Emergency Management, ICS, Supervision and emergency response.  Assists with long-term and annual goals for the CERT program.  Provides guidance to the CERT Coordinator. Members will be chosen from Emergency Management, Fire, Law Enforcement, Public Works, Medical, Humanitarian Organization, Amateur Radio, (others as needed)

INSTRUCTORS

All CERT instructors are FEMA certified or certified by their response agency to instruct the material taught. All CERT instruction shall meet CERT standards.

 

AREA LEAD

Area Supervisors shall be appointed by the CERT Program Coordinator.  Reports to the CERT Program Coordinator on a regular basis.  Liaison between all teams within their geographic area and CERT Program Coordinator.  Active Team Leader within the geographic area representing.  Assist area teams with training, administrative concerns, etc.
 

TEAM LEADERS / ASSISTANT TEAM LEADERS

Liaison between their CERT team and Area Lead.  Maintains phone trees and membership lists.  Exhibits effective leadership skills for cohesive performance of their team.  Provides timely delivery of pertinent information to team as requested.

 

TEAM MEMBERS

Required to attend a minimum of 4 CERT meetings and training/drills per year.  Must notify Team Leader or Asst. Team Leader of any personal info change within 10 days.  Must respect and maintain the KCEM CERT program SOP, personnel, equipment and chain of command.
